How can a government control smuggling? Is it possible? I guess not. The more careful the government becomes so does the smugglers. The smuggling is more active in a developing country.

For instance, Nepal is privileged with cheaper rate of petrol than the rest of the countries just because of being a landlocked country. The petrol comes to Nepal via India and the same petrol is again smuggled back to India. This is because of the lenient government policies and corrupted officers in the border. The government itself too can't do anything unless everyone realize themselves. The easiest way to earn fortune within a short span of time is also by smuggling. But it's the worst factor which comes in between development and the current condition.
